Upon approval, the applicant will be issued the Mainland electronic vehicle licence. According to information of the Mainland Government, the validity period of electronic vehicle licence will be aligned with the validity period of qualified Traffic Accident Liability Insurance for Motor Vehicles and shall not exceed 1 year. Since Closed Road Permit issued by the Transport Department will be aligned with the electronic vehicle licenses issued by the Mainland authorities, applicants are advised to ensure same validity period is selected for Closed Road Permit application and “Compulsory Traffic Accident Liability Insurance for Motor Vehicles” or “unilateral recognition” insurance for motor vehicles.

There is no renewal mechanism for the Scheme, and applicants must submit a fresh application. According to the “Guangdong Province Administrative Measures for Hong Kong Private Cars Travelling to the Mainland via the Hong Kong-Zhuhai-Macao Bridge”, applicants can submit applications according to required conditions and procedures 30 days before the Mainland electronic vehicle licence expiry. If the application is approved, the Mainland authorities will re-issue the electronic vehicle licence.

No. Vehicles under the Scheme must be private cars registered in the name of an individual.

No. Once the application for Closed Road Permit (CRP) is submitted, the applicant cannot withdraw or amend any vehicles and drivers related particulars; otherwise, the applicant is required to submit a new application, and the relevant fees paid would not be refunded. CRP issued for a specific vehicle is not transferable either.

The processing time required for each individual case depends on the accuracy of each application, and the applicants’ arrangement to complete of formalities required by the Mainland authorities. Transport Department requires around one working day to receive and process the application result and the electronic vehicle licence data from the Mainland authorities. After confirmation of information, we will inform you of the result of your application by email and by post within two working days. If the application is approved, the Closed Road Permit will be sent to you by post as an ordinary letter.
