Q1: Is the Hong Kong border re-open?

Yes, the Hong Kong border is open for the traveler. However, may there have some requirements to meet for different departure places.

Q2: What is the requirement for the Inbound persons who arrive at Hong Kong from the Mainland, Macao or Taiwan?

  • Conduct pre-departure test and obtain negative result 

a. For inbound persons from the Mainland or Macao (who have stayed in the Mainland on the day of, or in the seven days prior to, arrival at Hong Kong): PCR-based nucleic acid test(1) conducted within 48 hours prior to the scheduled time of departure (for arrivals via the airport) or before arrival at Hong Kong (for arrivals via other boundary control points); or

b. For inbound persons from Macao (who have not stayed in the Mainland on the day of, or in the seven days prior to, arrival at Hong Kong) or Taiwan: Rapid Antigen Test (RAT) conducted within 24 hours or PCR-based nucleic acid test conducted within 48 hours prior to the scheduled time of departure (for arrivals via the airport) or before arrival at Hong Kong (for arrivals via other boundary control points); and

  • Retain the photo showing the RAT result or the PCR test report for 90 days;
  • May declare test result via the voluntary electronic Health Declaration Form

Q3: What is the requirement for the Inbound persons arriving from places outside China?

  • Non-Hong Kong residents aged 12 or above on the day of arrival at Hong Kong: Fulfilled vaccination requirement;
  • Persons aged three or above on the day of arrival at Hong Kong: Rapid Antigen Test (RAT) conducted within 24 hours or PCR-based nucleic acid test conducted within 48 hours prior to the scheduled time of departure (for arrivals via the airport) or before arrival at Hong Kong (for arrivals via other boundary control points), and obtained negative result; and
  • Retain the photo showing the RAT result or the PCR test report for 90 days
  • May declare test result via the voluntary electronic Health Declaration Form

Q4: What is the advisory post-arrival RATS:-

The Government recommends all inbound persons to conduct daily RATs using self-arranged rapid antigen test (RAT) kits during the period between the day of arrival (i.e. Day 0) and Day 5 after arrival at Hong Kong.

May voluntarily report their RAT results and health status via the Electronic COVID-19 Monitoring & Surveillance System (eCMSS)
